The Treasury Department’s Office of Foreign Assets Control designated four individuals and 11 entities that it says are connected to Cartel del Noreste, a U.S.-designated foreign terrorist organization.
Treasury described the network as spanning quarter-horse racing, construction, trucking and oil and gas. The department says the action is intended to disrupt commercial activity used to generate or move money for the organization.
The designations were issued under federal authorities targeting illicit-drug activity and terrorism. Treasury said it coordinated the investigation with U.S. law-enforcement agencies and Mexico’s financial-intelligence unit.
The release sets out the government’s allegations and administrative action. Separate criminal charges mentioned by Treasury involve their own proceedings, and a sanctions designation should not be presented as a criminal conviction.
