The United Nations published a statement October 10 expressing concern over renewed fighting in Ethiopia’s Tigray, Afar and Amhara regions. The statement, dated October 9 in New York, urges parties to stop hostilities and resume dialogue through the Pretoria Agreement framework.

Secretary-General António Guterres also raised concern about reports of Eritrean forces in Ethiopia. The statement describes reports; it does not independently establish the number, position or activity of any such forces.

The appeal calls on governments with influence over the parties to encourage de-escalation and avoid actions that intensify the conflict. It also reiterates obligations concerning sovereignty and non-interference under the UN Charter.

The secretary-general offered diplomatic assistance. An appeal does not itself create a ceasefire: subsequent commitments, conditions on the ground and access for independent observers will determine whether the call produces a change.
