The European Council’s agenda, reviewed October 10, identifies competitiveness, energy costs and the 2028–2034 budget as central topics for a Brussels summit scheduled October 15 and 16.
Leaders are expected to discuss targeted temporary measures addressing high energy prices and a longer-term reduction in fossil-fuel dependence. The agenda also covers Ukraine, security, migration, enlargement and developments in the Middle East.
Discussion priorities are not adopted policy. Any final conclusions, funding arrangements or implementing measures must be assessed after the meeting rather than inferred from the preparatory document.
For companies and households, the distinction is practical: a summit can establish direction while detailed rules and spending follow through separate institutional processes. The published agenda provides a map of the coming debate, not a promise of a specific price reduction.
