Canada announced more than C$15.6 million for the Canadian Red Cross through its Humanitarian Workforce Program October 9. Public Safety Canada described the award as the first project under a program renewal announced in May.

The funding supports a trained workforce able to assist during major disasters. Listed functions include evacuation and reception centers, evacuee registration, emergency supplies, recovery assistance and mental health support.

The announcement also identifies coordination with remote and Indigenous communities as a priority. Preparedness funding concerns capacity before an emergency, rather than a declaration that a new disaster has occurred or that assistance is automatically available to every household.

Maintaining trained personnel between deployments is part of making surge support usable. The practical outcome will depend on recruitment, training, coordination and how effectively response teams can reinforce local services when requested.
