Canada announced October 16 that changes to the Express Entry Comprehensive Ranking System will take effect November 3. The measures concern eligible Canadian work experience and qualifying job offers in designated high-wage occupations.
Under the new Labour Market Integration factor, candidates may receive points for Canadian experience, including additional weight for eligible high-wage work, or for an eligible job offer. IRCC’s detailed guidance says those two routes cannot be combined for points under that factor.
For qualifying job offers, the changes remove the labour market impact assessment requirement for the specified Express Entry purposes. IRCC says offers must still be genuine and meet program conditions; removing that document requirement does not remove the remaining eligibility assessment.
Existing pool profiles will have scores recalculated after the change takes effect, a process that may take up to two weeks. IRCC says invitation rounds will pause during recalculation, and candidates seeking job-offer points must supply the required profile information before November 3.
The announcement concerns future rules, not a guarantee of invitation or admission. Eligibility depends on the applicable program and occupation criteria, and the published guidance should be checked against an individual application rather than assumed from a job title alone.
