The EU and Canada concluded their October 29–30 Montreal summit with a joint statement launching an Alliance for the Future. The agreement sets a framework for wider cooperation across trade, technology, energy, finance, security and personal exchanges.
Leaders also agreed to develop the concept of a closer Canadian association with the EU by their 2027 summit, short of full membership. That is a commitment to define a future relationship, not confirmation that Canada has joined the European Union.
The summit record reports completion of substantive negotiations on digital trade and welcomes Canadian participation in the European High Performance Computing Joint Undertaking. Other work concerns research programmes, digital credentials, artificial-intelligence governance and communications infrastructure.
The measures have different stages and legal pathways. A joint statement, completed negotiations and future implementation should not be treated as interchangeable. This October 30 outcome updates the earlier dinner remarks, which described priorities before the summit concluded.
