The Office of the Comptroller of the Currency released findings on October 14 from its supervisory review of the nine largest national banks under its oversight. The review examined policies in place between 2020 and September 2025.
OCC says all nine banks maintained policies that could influence access based on political or religious beliefs or lawful business activity. Its findings criticize broad reputation-risk standards that the agency says lacked sufficiently clear, objective criteria.
The regulator reported reviewing nearly 100,000 complaints and approximately 50,000 bank documents totaling about 420,000 pages. Industry restrictions discussed in its release include energy production, firearms, tobacco and digital assets.
These are the regulator’s findings, not independent adjudications of every customer dispute. The release says OCC is considering additional changes to its supervisory and regulatory framework; publication of the report does not itself establish a new rule or resolve individual complaints.
