Canada separates immediate hiring changes from proposed regional rules
Low-wage worker-program changes took effect November 6; a further provincial opt-in framework is proposed for March 2027.

Canadian employers using the low-wage stream of the Temporary Foreign Worker Program face two immediate changes announced November 6. Labour Market Impact Assessment applications submitted from that date can have a maximum duration of two years, previously one. Early childhood educators also join occupations excepted from the processing restriction in metropolitan areas with unemployment of at least 6%.
A separate set of regional changes is proposed for March 1, 2027 and depends on provincial or territorial participation. It would tailor access in specified metropolitan and rural areas to occupations identified through federal projections and regional decisions. The announcement retains the high-unemployment processing restriction outside priority-sector exceptions.
Participating provinces and territories could also seek a 15% low-wage workforce ceiling for eligible employers in communities they identify, compared with the current 10%; priority sectors would retain their 20% limit. Those future provisions should be distinguished from the measures already effective. The release describes a labour-shortage program, not an unrestricted hiring route or an automatic grant of permanent residence.
