Canada brought new asylum-process regulations into force November 3, introducing one online application process for claims made inland or at a port of entry. The immigration department describes the change as part of its effort to reduce procedural delays while preserving access to protection.

The regulations address government review timelines, the reinstatement of withdrawn claims, vulnerable applicants and access to work permits for people with eligible claims. They also provide exceptions to new ineligibility rules. These are procedural changes across several stages, rather than a single new decision about every claimant.

The department reports that claims submitted from January through August 2026 were 52 percent below the corresponding 2025 period and 68 percent below 2024. Those comparisons predate the new regulations and cannot demonstrate their effect after implementation.

The final rules follow proposals published for consultation in June. The department says they will appear in the Canada Gazette on November 4. Individual outcomes remain separate from the government’s aggregate statistics and its stated objective of improving screening, referral and decision-making.
