The European Union began the 2026 edition of its Integrated Resolve crisis-management exercise on October 19. The European Commission’s civil-protection and humanitarian-aid department says the exercise is scheduled to continue through November 20.

The program tests responses to a complex crisis involving hybrid threats, with scenarios both within the EU and beyond its borders. Its purpose is to exercise response measures and coordination mechanisms rather than describe an actual emergency unfolding in the places used for those scenarios.

The Commission links the exercise to the Preparedness Union strategy and an integrated approach that includes international partners. The emphasis is on how institutions and partners work together when a crisis crosses policy areas or geographic boundaries.

An exercise launch is not evidence that every tested capability has met its objectives. The October 19 announcement sets out the dates and intended purpose; it does not provide completed evaluation results, casualty figures or a new operational warning for the public.
