Monaco signed the additional protocol to the Warsaw Convention in Strasbourg on October 14, according to the Council of Europe Treaty Office. The new instrument concerns cooperation over proceeds of crime and money laundering.
The signature took place as the Council of Europe opened its 2026 Octopus conference, organized in cooperation with Monaco’s presidency of the Committee of Ministers. The event brings together cybercrime specialists, governments, international organizations and other participants.
The protocol updates mechanisms for recovering criminal assets across borders. Signature records Monaco’s participation in the treaty process; it should not be described as proof that all new measures are already in force or that any particular investigation has concluded.
For Monte Carlo editions, this is a Monaco-wide justice and international-cooperation development, not a report of a crime or enforcement operation in Monte Carlo.
