The Council of the European Union published new figures October 29 showing €32.3 billion in public climate finance from the EU and its member states during 2025. Public interventions also mobilized €9.3 billion in private finance for developing countries.

The release precedes the COP31 climate conference scheduled for November 9–20 in Antalya, Türkiye. Although published today, the financial totals concern calendar year 2025. They are not a new October 2026 spending package or a measurement of money delivered this week.

According to Commission-compiled data, 48 percent of public funding supported adaptation or activities combining adaptation and emissions reduction. Grants represented 41 percent of the public contribution. The total included €4.3 billion from the EU budget and €2.7 billion from the European Investment Bank.

The public figure combines bilateral commitments with multilateral disbursements under the reporting methodology. The private figure measures support mobilized through public interventions and excludes the public money used to attract it. Those distinctions matter when comparing these totals with individual projects or other funding announcements.
