European Union leaders concluded their October 15–16 summit in Brussels with decisions and policy directions covering competitiveness, energy, Ukraine, security and the next long-term budget.
On the single market, they urged progress on company-law, grid and simplification proposals. They called for negotiations on several packages, including market integration and automotive measures, to be concluded before the end of 2026.
On energy, leaders invited the Commission to examine additional short-term responses to high prices. They also backed faster electrification, renewable and low-carbon generation, grids, storage and energy efficiency as part of a longer-term response.
The summit called for stronger resilience of Ukraine’s energy infrastructure ahead of winter. Leaders also discussed a compromise on the 2028–2034 EU budget, seeking timely agreement so subsequent legislation could be adopted before the new funding period begins.
A summit call for action is not the same as final legislation or completed infrastructure. The conclusions set priorities for institutions and member states; negotiations, legal adoption and implementation remain distinct steps.
