Energy Department authorizes oil exchange for Louisiana refinery
Up to 400,000 barrels can move from the West Hackberry reserve site to address a temporary crude-supply disruption at Lake Charles.
The U.S. Department of Energy authorized an emergency exchange of as much as 400,000 barrels of crude oil from the Strategic Petroleum Reserve on October 23. The shipment is intended for the Phillips 66 refinery in Lake Charles, Louisiana, after a disruption affected crude deliveries to the facility.
DOE says the barrels will come from the West Hackberry reserve site for immediate delivery. The objective is to support continued production of transportation fuels serving Louisiana and nearby markets while the temporary supply problem is addressed. The announcement does not describe a nationwide reserve release or a sale of the oil.
An exchange differs from an outright sale because the recipient must return crude later. Under the authorized terms, all borrowed barrels are to be repaid along with additional premium barrels. DOE says that structure will replenish the reserve without an added cost to taxpayers, though the release does temporarily move federal inventory into commercial use.

NASA details Earth-orbit rehearsals before next crewed Moon landing
Artemis III is planned for 2027, with four astronauts testing Orion alongside two commercial lander vehicles before a targeted 2028 lunar return.
NASA outlined its Artemis III flight plan on October 23 at Kennedy Space Center in Florida. The planned 2027 mission would launch Orion from Kennedy and keep four astronauts in Earth orbit for roughly two weeks, rather than take them to the lunar surface.
The crew would first meet a Blue Origin lander test vehicle. Astronauts would enter its cabin to evaluate conditions, controls and life-support equipment. Orion would later dock with a SpaceX Starship test vehicle, but the crew would remain outside Starship during that shorter demonstration.
