The European Commission presented a climate-resilience framework on October 27, including a proposed European climate-resilience law. The initiative seeks a more consistent approach to assessing climate risks and preparing public authorities, businesses and communities before disasters disrupt essential services and infrastructure.

The Commission highlights three supporting resources: a European Climate Viewer, a navigator of climate-resilience tools and an explorer of adaptation solutions. These are intended to help users understand regional warming, find relevant tools and learn from measures developed through the EU’s adaptation mission.

The framework addresses adaptation to climate impacts alongside the EU’s stated goal of climate neutrality by 2050. The Commission also outlines further work on heatwaves, climate insurance and water, together with a disaster-preparedness advisory group and identification of especially vulnerable territories.

Presentation of the package is not proof that every proposed measure is enacted, funded or in operation. The immediate development is the Commission’s framework and proposed common approach. Implementation and subsequent decisions will determine how the plans translate into protection for particular places and sectors.
